  • Moody's Ratings upgraded North Idaho College’s outlook to stable and assigned it Baa1 issuer and revenue bond ratings, noting $8 million in total debt outstanding as of June 30.   • Coeur d'Alene’s Design Review Commission approved a 57-unit townhouse project proposed by Blue Fern Development on a four-acre site south of Lacrosse Avenue with river views on Thursday.
